The ground drains incredibly well. Why would water be an issue?
Because it does not drain uniformly. Volcanic terrain mixes highly porous pumice with solid lava rock over short distances, so one part of a lot takes water instantly and another takes none. The good drainage is real and it is not everywhere.
What is a drywell and how would I know if mine has failed?
A shallow well that takes stormwater into the porous ground rather than piping it away. The difficulty is that a working one shows nothing at all, so failure is only noticed when water starts pooling where it never used to. That absence of feedback is the thing to watch for.
