Drained is not dry. The ditches lowered the lake; they did not turn peat into upland. A winter water table still sits in that organic soil, and a 1981 crawlspace is a wood box in it. Summer can look fine. November through May is the lake reporting that it is still there.
December is 7 inches. Is the Willamette in the crawlspace or the peat?
Usually the peat. River flood is a mapped event; the monthly winter rain is the ordinary load. Peat holds that rain and feeds the crawlspace from below with the river still inside its banks. Flood is the exception. The peat is the season.
