Because those inches arrive all at once, and then the inversion will not let them leave. A crawlspace that would dry in a breezy climate sits in fog for a week after the front. The annual total is desert; the December week is not.
The hills look clear while the valley is socked in. Does that split the town?
Yes. Floor lots are in the inversion; fan lots above it are not. A house on the bench can be merely damp while a house on the fill is at condensation for days. Elevation of a few hundred feet is a different climate here, not a view.
Irrigation in a dry climate. Can that wet a house with no rain?
