A pump. Mine water is held down by pumping, so when one goes off the level rises and reaches cellars with no rain involved at all. The schedule is mechanical rather than meteorological.
The dike is holding. Why is the cellar still wet?
The dike holds the river in the channel; it does not drain the workings. Cave-in streets pond until the pumps move the water, and a 1943 cellar is a hole in that pond. A high dike and a wet cellar are not a contradiction here.
A bench house above the flats. Is Agnes still the diagnosis?
Usually not. Benches take seepage from culm and stripped slopes. The dike is a flats story. Opening a bench cellar and looking for a river stain will miss the bank of waste rock uphill, which is the local source on those streets.
