The tide. When heavy rain coincides with high water, outfalls cannot discharge and everything upstream backs up; the same rainfall on a falling tide leaves without incident. The variable is not the storm at all, which is why the pattern seems arbitrary until you check the timing.
Can the tide affect a basement not on the water?
Along the western side, yes. A tidal river holds groundwater up through its corridor and shifts that level twice a day, so a basement can be damp during a dry stretch for reasons unconnected to rainfall. Elevation matters more than distance from the bank.
What is realistic for a basement from the 1950s?
Managed rather than sealed. Foundations of that era carry load without excluding moisture, and there is no perimeter drain beneath. Keeping surface water away from the wall and controlling humidity inside achieves considerably more than any interior coating.
