Why is the older housing on the worst ground?
Because it was sited for the mill rather than for drainage. Workers' housing went up close to the water that powered the industry, which put it on the lowest ground available. The logic made sense industrially and left a legacy of older stock in the least favorable position.
The leak is two floors up and my ceiling is wet. How does that work?
The floor assembly is continuous in a triple-decker, so water from an upper unit reaches the one below through the structure itself rather than through any opening. Establishing the source and the full extent has to come before anyone can scope a repair sensibly.
Buildings are very close together here. Does that matter for water?
It does. Minimal separation means shared or adjoining drainage, roof planes that discharge close to a neighbor's wall, and very little room to regrade. A defect next door becomes your problem more readily than it would on a suburban lot.
