The bulkhead holds the view, not the water table. Fill over marsh stays in contact with Broad Creek, and a high August tide raises that table into the slab without a drop coming over the wall. Overtopping is the obvious event; the quieter one is the table.
Is a beach-side house a different job from a lagoon-side one?
Yes. The Atlantic side takes wind-driven rain and overwash sand. The lagoon side takes a tidal table in the fill. One fails at the envelope; the other fails from below. Treating the island as one moisture climate wastes the diagnosis.
