It was built correctly and then settled. These swales were cut through soft mud, and the same mud has taken them back down, so the grade that existed at closing is gone. That is settlement, not workmanship.
The house is from 2000. Why is the slab damp in a week with no street flooding?
Because the water came from below. Marsh fill holds a table against the slab all summer, and an August cell raises it. A dry street is compatible with a wet footing on pluff mud that never had much freeboard.
Shem Creek is a working waterfront, not my backyard. Still relevant?
The creek sets the tide in the marsh grid that the subdivisions sit on. When August rain and a high tide coincide, the pipes have no gradient, and the water that cannot leave the creek also cannot leave the lot. The waterfront is the gauge for a much larger table.
