It is a quiet river. Why does the land flood anyway?
Because the land is a lake bed. The James River Lowland is so flat that rainfall has nowhere to go except into the clay, and the clay does not take it. A 'flood' here is often a risen water table rather than a overtopped bank, which is why it shows up in basements first.
The tile around the basement used to work. What changed?
The soil filled it. Fine lake-plain silt migrates into drain tile over decades, and a 1970s system in this ground is often a pipe full of mud. The outlet can still be open while the gravel pack is blind, which is why a camera or a dig tells you more than a look at the discharge.
Cracks open in March and weep in July. Two problems or one?
One ground, two seasons. Frost heaves the clay and opens the crack in winter; the summer water table then uses that crack as a path. Repairing the wall without changing the water against it is repairing the symptom in the season it is visible.
