The fill does. Industrial ground on that side holds water and gives it back from below whatever the rainfall has been, so a dry week changes nothing. It is a stored supply rather than a weather event.
Eastman's ground is still on the flats. Does mill fill wet a crawl that never saw the Holston overtop?
It does. Chemical and mill fill holds groundwater that does not wait on a street flood. A 1975 crawl against that fill is a hole in a plant table, and July rain then adds to a reservoir the Holston already set. A quiet channel is not a dry crawl on those flats.
The house is on the ridge toward Bays Mountain. Is the river still in play?
Not as a table. The ridge is runoff from a stalled cell. The river table is the flats. Elevation settles the flood question and leaves the drainage question open, which is why a dry Holston view is not a dry wall on the ridge.
