What makes this clay worse than ordinary clay?

The range of movement. Blackland clay changes volume dramatically between saturated and dried states, far more than most soils, so the ground under a foundation is genuinely rising and falling through the year. Foundation design here accounts for it, and the movement still happens.

There is a gap between the soil and the foundation. Is that normal?

Common in a dry spell, and worth attention. The clay contracts away from the wall and leaves a channel, so when rain returns it runs straight down beside the foundation instead of soaking in evenly. That concentrates water exactly where you least want it.

The slab is post-tensioned. Does that make it immune to the clay?

No - it makes it resist cracking, which is not the same thing. The cables hold the slab in compression so it moves as one piece, but the ground beneath still swells and contracts and the slab goes out of level with it. An intact slab and a level slab are two different conditions.
