It changes when the ground moves. Eagle Ford under these 1997 pads takes a long wet spell and heaves at the slab edge rather than working on a short shrink-and-swell cycle. May is the load either way, but here the lake is the second half of it: the dam holds a reservoir against the same shoreline the pads were graded toward, so the table comes up as the clay swells.
The house is not on the water. Why would the lake still matter?
Because the streets drain to it, and the table follows. A wet May lifts the shoreline into the grid. A slab two streets back can still sit in that table, especially if the original grade was sold as a lake view.
