It is how the bench was terraced. Each lot steps down, so April snowmelt from the property above arrives at the buried wall of the one below, and the grading has always worked that way. The neighbor is not doing anything unusual; the terrace is.
The lake is miles west and below. Why is a basement still wet in April?
Because April on this bench is snowmelt and rain on gravel that perches at the clay contact. The lake does not have to rise. The shoreline is a shelf, and water that entered above the house is still arriving at the buried wall in May. Distance from the lake is not distance from Bonneville's sediments.
We are well above the lake. Why is the uphill wall the wet one?
Because the water comes out of the hill, not up from the valley. Fault-line springs and bench gravel perching April snowmelt over lake clay both arrive from above, so the buried uphill wall meets it first. Height above the lake settles a different question than this one.
