Different canyon, different ground, different median. Ogden is 1966 brick on lake-bottom clay at Ogden Canyon; Sandy is 1985 frame on Little Cottonwood granite gravel. Both take snowmelt in spring; the clay holds it and the fan is supposed to pass it, except where buried fines perch it.

Fines in the fan. Alluvial fans are not clean gravel all the way down; they hide silt layers that perch melt against a wall. A dry-looking surface is compatible with a wet footing on a layer the original drain never saw.
