Yes. The valley floor is the confluence, and a 1955-median basement on that floor is below the grade the last two crests used. Even when the next flood is smaller, silt and a raised water table keep those walls wet long after the river has gone back between its banks.
The North Branch is a small stream. Why would it matter as much as the Winooski?
Because they do not peak together. A storm centered on one catchment can load the Branch while the Winooski is still ordinary, or the reverse, and the downtown floor takes whichever combination arrives. Two clocks on one valley is worse than one large river.
We are on the hillside, not downtown. Out of it?
Out of inundation, not out of the water. The valley is narrow enough that a hillside lot is a catchment for the house below, and July rain on that slope is against the uphill wall in minutes. Elevation trades a flood for a shedding problem.
