Why does trouble build slowly rather than after one storm?

The lot is flat and nowhere near the hillside. Am I clear of it?
Not necessarily. Water shed off the plateau walls does not stop at the base — it spreads across the valley floor and moves through the ground, and on flat terrain there is no gradient to carry it away. Distance from the slope reduces the risk without removing it.
Should crawlspace vents stay open through winter?
Generally not in this climate. Outside air here is near saturation for months, so venting brings moisture in rather than taking it out. The convention assumes outside air is the drier of the two, which in a Puget lowland winter is true for very little of the year.
