Water is emerging from the hillside itself. What is that?

Yes — it is groundwater surfacing, not runoff. Layers of dense till stop water descending, so it slides along the top of that layer until the hillside cuts across it and it emerges as a seep. The outlet has no relationship to anything visible above it, which is why it appears out of nowhere.

What does peat under the low ground mean for a building?

Settlement rather than water entry. Peat is organic and compressible, so it consolidates under load and does so unevenly, which distorts what sits on it. It is a different failure mode from the hillside drainage problems and needs a different response.

The buried wall is damp and the open one is not. Is that a fault?

That is the expected result rather than a fault. Only the buried side is holding back saturated earth and taking pressure from it; the open side is a wall with weather on the other face. One damp wall in a daylight lower floor points to the earth outside it.
