Because December is rain on snow on a rock lid. The annual total is modest; the event is a pulse that cannot infiltrate basalt, so it runs to the next opening, which is often a crawlspace. Summer is dry. Winter is when the water arrives.

A perched one, not a river one. Sediment on basalt holds water on top of the rock, and a crawlspace cut into that sediment is in the perched table. The river is a different issue for the terrace lots; the plain has its own.
