Water seems to come out of the hillside itself. Is that possible?
It is groundwater finding daylight. Water moving down through the soil meets a dense layer it cannot cross, runs sideways on top of it, and comes out where the hillside intersects that plane. Nothing at the surface marks the path, so the seep looks unconnected to any rainfall you can point at.
Only the buried wall of the daylight basement is wet. Expected?
Yes, because that wall is doing a different job. It retains saturated soil and carries pressure from it, while the exposed wall simply encloses the room. A single wet wall in a daylight basement is a drainage signature rather than a construction defect.
Why do problems surface in February rather than after a big storm?
Because the loading here is cumulative. Soil has taken water continuously since October with no interval to release it, so by midwinter it is fully charged. An ordinary week of rain then produces what feels like a sudden failure after months of quiet buildup.
