Because the ground is still the floodplain. Removing a factory does not raise a terrace. June rain plus a crest puts the river table into basements that were poured on alluvium for the plant, and the houses that remain are still on that grade.
The ranch is up on the prairie. Is the river still the job?
Not the overbank job. The prairie perches June rain in silt with almost no fall, so the basement is a hole in that perched layer. The river is the bottoms. One address is a soil problem and the other is a channel problem.
