Usually from a ditch, not from the sky. Buffalo Bill Dam feeds laterals through town, and a leak or an overflowing headgate puts water against a foundation in a climate that would never have supplied it. Finding the wet month on a gauge will not find that leak.
What does a chinook do to a foundation here?
It thaws the ground in January and then lets it freeze again. That cycle heaves and settles a wall more than a steady cold winter would, and meltwater from the thaw has nowhere to go if the ground below is still frozen. Cracks that show in April often opened during those midwinter thaws.

The native gravel does. The problem is the imported water. A terrace that sheds 11 inches of climate can still sit wet if an irrigation line is discharging into the backfill. Drainage of the lot and drainage of the ditch are separate questions.
