Most of it is written for slab-on-grade tract housing, which is the majority of the county and a minority of the old center. A raised foundation has a crawl space that collects what the yard sheds and holds it against joists, so the damage is slow and hidden rather than immediate and visible. Inspection habits differ too: what matters is getting under there once a year, which nobody needs to do on a slab.
The first storm of the season always causes the most trouble.
It usually does, for two reasons that compound. Roofs, scuppers and drains go eight or nine months without a real test, so a fault that developed in summer is discovered by that first system. And the ground has a crusted surface after a long dry spell that sheds water rather than absorbing it. A larger storm in February often does less damage than a modest one in November.
Should we chase a small rise in the water bill?
On a slab house, yes, and the sooner the better. Water lost under a floor goes into the subgrade and can travel a long way before anything appears, so the damage arrives late and often in a different room. A meter check with everything shut off takes fifteen minutes. On a raised foundation the same loss usually shows itself in the crawl space, which is a good reason to look there rather than waiting.
