Water is coming out of the hillside, not off the street.

On a bluff that is the usual mechanism. Rain soaks into the flat ground above, moves down through the deposits, and emerges partway down the face, sometimes days after the storm. It arrives at whatever is built into or below the slope. Because the source is uphill and underground, surface work at the building does little; interception above it is what changes the outcome, and it needs to be designed for the specific slope rather than copied.

That is common in older construction here. Stucco applied without a functioning drainage plane behind it holds water in the assembly rather than shedding it, so the outside can look sound while the framing behind is wet. Entry is usually high, at a window head or a roof junction, and the water shows up low. Metering upward from the wet area, rather than examining the surface, is what locates the real entry point.

Does salt air change anything about the repair?

It changes the metal more than the wood. Fasteners, flashing, and mechanical components corrode faster in this environment, so an assembly that has been repeatedly wet near the coast may have connections in worse condition than the framing suggests.
