Because the form and the timing matter more than the total. A winter of snow accumulation releases over a couple of weeks in spring, and the ground below the surface is still frozen and cannot take any of it. That produces a saturated collar around foundations far beyond anything a June storm creates. Thirty-two inches spread evenly would be undemanding; concentrated into a short melt on frozen ground, it is not.
