New construction handles ordinary conditions well and does not change the water table. In a tropical event the ground saturates regardless of how recently the house was built, and a crawl space a foot or two above the normal table will take water when that table rises. Newer construction usually means better materials and a faster recovery, not immunity. Knowing your finished floor and crawl elevations is more useful than the build date.
