That is the classic sequence behind a dune. The lake collects rainfall from a wider area and discharges to the ocean through an outlet, and during a storm the sea level closes that outlet while the rain keeps arriving. The lake rises with nowhere to go and the low ground around it takes the water. The dune performing perfectly is entirely consistent with flooding behind it.
How much does the dune matter to properties set back from it?
A great deal, because it is what keeps ocean water out of the whole area rather than only the front row. A breach puts sea water behind the line, where the ground is lower and the water has no way back out.
