Because of what the ground does with the rain it gets. Caliche is a cemented hardpan that absorbs almost nothing, so an intense monsoon cell produces runoff at nearly the full rainfall rate. Water concentrates in arroyos and along streets and arrives at buildings within minutes. Annual totals are among the lowest in the country and the runoff behavior is among the most extreme, which is a combination that surprises people who move here.

That is the standard local failure. On a lot where nothing infiltrates, runoff moves across the surface until it meets an obstruction, and a slab edge a few inches above grade is exactly that. It enters at the joint between the slab and the wall and travels under the floor finish. The remedy is almost entirely outside the house: a berm, a swale, or a raised entry curb that keeps the sheet moving past the building rather than into it.

Gypsum dissolves considerably faster than limestone, so the ground here can develop voids and subsidence over time. For most properties it is not a daily concern, but it does mean subsurface drainage is irregular and locally unpredictable, and that new depressions or cracks that appear after a wet period deserve attention rather than patching. If a slab develops a crack that keeps opening, the question is what is under it.
