That is the aquifer recharging rather than a rainfall event. This ground sits over a thick buried valley of sand and gravel, and in spring the regional water table rises across a wide area as it recovers from winter. Basements within reach of that table take water on a seasonal schedule that has little to do with any particular storm. Grading will not change it; a functioning drain and sump will manage it.

Does the soil being good for wells make it bad for basements?

On tight clay, water arrives slowly and at a point; here it arrives readily and across the whole wall. The remedy is relieving pressure with a perimeter drain rather than trying to seal against a soil that transmits water this well.
