That is the aquifer recharging rather than any particular storm. The ground here is thick sand and gravel, and in spring the regional water table rises across a wide area as it recovers from winter. Basements within reach of it take water on that schedule. Grading will not change it, and a functioning drain and sump will manage it. It is a seasonal condition rather than a fault to be found.
Is the water that comes in clean?
It depends on how it arrived, and the distinction matters for the scope. Groundwater seeping through a wall or the floor joint is generally clean, and much of the affected material can be dried. Water that came up through a floor drain in the older part of the city is combined sewer relief, which carries sanitary flow, and porous materials that were submerged should come out. Establishing which happened is the first question.
