That is groundwater rather than a flood. When the river rises, the water table in the flat ground beside it rises too, and it reaches cellar floors through the slab and the floor and wall joint. It is one of the most commonly misread situations near a river, and it is why an interior drain and a sump still earn their place on ground that has never seen the river come over.
Our lot was industrial ground. What should we know?
Mainly that what is beneath is placed fill rather than natural soil, so it drains unpredictably and water can move in ways the surface does not suggest. It also means the depth to anything solid varies, which matters if drainage work involves digging. Establishing what is there before committing to a below-grade solution is worth doing, both for how the work will perform and for what will be encountered.
Is there any point in sealing the cellar walls?
Very little in this stock, and it can make things worse. A stone or early poured wall has no continuous surface to seal, and interior coatings tend to move the water to whatever path is left, often the floor joint or the mortar higher up, while hiding the evidence. Where the water is arriving under pressure from the ground, relieving it with a drain is what works and coating is cosmetic.
