The surrounding low ground stays saturated the whole time. Anything built close to the margin experiences a long wet period rather than a brief flood, and that duration is what causes the damage.
How do we know how far a playa actually extends?
By looking at a wet year rather than a normal one. The visible basin in an ordinary season is smaller than the area the water occupies when a substantial storm sequence fills it. Historical aerial imagery from wet years shows the real extent, and it frequently includes ground that has since been built on. That comparison is worth doing before making decisions about grading, outbuildings, or where to put anything that must stay dry.
Why does so little rain cause so much standing water?
Because almost none of it soaks in and none of it runs off anywhere. Caliche below thin soil limits infiltration sharply, and the tableland has no gradient to carry water away, so nearly all of a storm ends up standing somewhere.
