Is it worth investigating what is under the property before building?
In this valley, yes, and it is cheaper before than after. For an existing house the same investigation answers whether a persistent wet basement or a new depression has a subsurface cause worth addressing rather than a drainage one.

They should not. Old masonry absorbs water and dries slowly, tolerates dampness, and is damaged by aggressive drying and by modern sealants. Newer construction has a sealed envelope, a footing drain, and materials that fail quickly once wet. Those are genuinely different repair problems, and a contractor comfortable with one is not automatically the right choice for the other.
