It is also worth finding out whether the wall has any drainage behind it, since most older ones do not and that is usually the underlying cause.
Does the elevation change anything about winter?
It lengthens the freezing season compared with lower Appalachian towns, which matters in two ways. More of the annual precipitation arrives as snow and releases in a compressed melt onto frozen ground, and the freeze and thaw cycle acts on saturated foundations for more of the year. Both are cumulative rather than dramatic, and both argue for keeping the soil behind walls drier going into winter.

Thin soil over rock is usually the reason. There is very little soil to hold water, so rain fills what there is and then travels along the top of the rock until something interrupts it. It never appears on the surface along the way, which is why grading changes sometimes make no difference. Interception below grade uphill of the building is what addresses it.
