A winter of accumulation melts over a couple of weeks, and the ground below the surface is still frozen and cannot absorb any of it. The meltwater travels along the surface and down whatever paths exist next to the foundation. The annual precipitation figure is genuinely low and it tells you almost nothing about what the foundation experiences in April.
The soil next to the house has sunk. Is that the cause?
Very often it is. Backfill placed against a foundation settles over years, and in compact semi-arid soil it settles into a trough that slopes toward the wall rather than away from it. Meltwater and rain then run into that trough and straight down to the footing. Refilling and regrading the perimeter so it falls away from the house is inexpensive, and it resolves more spring basement water here than any interior work.
What should we do about pipes in an unheated outbuilding?
Drain them for the season rather than trying to keep them warm. Heating an outbuilding through a plains winter is expensive and fails at exactly the wrong moment, during an outage or a cold snap. A drained system cannot split. For buildings that must stay in service, insulation plus a reliable heat source plus a low-temperature alarm is the combination that works, and the alarm is the part most people leave out.
