Why does a warm winter storm cause more trouble than a cold one?
Because it melts what is already stored. A cold storm adds snow to the mountains; a warm one releases that pack and adds its own rain on top, so the volume reaching the valley is a multiple of what the storm itself carried. Temperature at elevation matters more than the storm's size.
Almost all the flood water here fell somewhere else. How does that work?
The river drains a Sierra catchment that receives many times the precipitation recorded in the valley. Conditions at elevation set the channel, so a gauge in town describes the local weather and tells you very little about how high the water will get.
The lot has no slope at all. Does grading still help?
It becomes more important, not less. Without natural fall, nothing leaves by gravity and water that arrives simply stands, and on desert soil under paving there is no infiltration to take over. Any drainage here has to be built deliberately rather than inherited from the terrain.
