Why does a warm winter storm cause more trouble than a cold one?
Because it melts what is already stored. A cold storm adds snow to the mountains; a warm one releases that pack and adds its own rain on top, so the volume reaching the valley is a multiple of what the storm itself carried. Temperature at elevation matters more than the storm's size.
