This is not the swamp side of the Roads. Why is the water table still tidal?
Because the peninsula is sand and fill a few feet above the roadstead. Newmarket Creek and the Hampton River are tidal for most of their in-city length, so a high tide holds stormwater in the soil whether or not the Dismal Swamp is involved. Chesapeake's problem is peat. This one is a tide that will not let the outfall empty.
The house is in Fox Hill, not on the beach. Is Buckroe still relevant?
As surf, no. As elevation, yes. Fox Hill is the same low sand sheet, just inland of the bay. A crawlspace there shares the Back River table, and a July cell on a high tide wets it from below the same way a Buckroe cottage takes spray from above. Different entry, same water.

A break between the floor and the ground. Fill was placed, a slab or crawl was set on it, and the job moved on. There is often no capillary break and no drain, so the fill's water table is the floor's water table. Drying the surface does not change what the tide is doing underneath.
