Because a seiche is a slosh, not a flood that recedes on the river's schedule. Wind piles Winnebago into the Fox mouth, the water comes ashore, and when the lake 'goes down' at the gauge the water that entered the block is still in the soil. The lake dropped. The cellar has not finished with that pulse.
June cells vs a seiche. Which one actually wets Millers Bay?
Both, and they are easy to mix up. A June cell is rain on a high water table. A seiche is the lake itself, sometimes on a fair day. A Millers Bay crawl that wets with a southwest wind and a blue sky is the lake. One that wets after thunder is the cell. The repair is not the same.
