Both, and they are easy to mix up. A June cell is rain on a high water table. A seiche is the lake itself, sometimes on a fair day. A Millers Bay crawl that wets with a southwest wind and a blue sky is the lake. One that wets after thunder is the cell. The repair is not the same.
