Often. The Opequon and the limestone hold a water table that is not the same as the rain gauge. May's 4.2 inches is the input; the karst is the reservoir. A cellar can wet from that table in a week with no storm.

Both. Stepping with the rock was how you founded on limestone. Each cold joint is also a seam, and residual clay on the ledge keeps those seams wet after May rain. The rock carries the house and conducts the water, so a stepped wall is a drain as much as a foundation.
