The ridge is glacial debris, a mixture of clay, sand, and gravel dumped in no particular order, so one lot can sit over free-draining gravel and the lot next door over a clay lens. Perched water is the usual explanation. Rain infiltrates through permeable material, meets a clay lens below, and then spreads sideways along that boundary rather than continuing down. Because the water is not coming from the surface, surface fixes have little effect, and interception below grade is what changes it.
