The ridge is glacial debris, a mixture of clay, sand, and gravel dumped in no particular order, so one lot can sit over free-draining gravel and the lot next door over a clay lens. Nothing at the surface shows it. It also means drainage advice does not transfer between neighbors, and a soil observation on your own lot, even from a single test pit, is worth more than any general rule.

Perched water is the usual explanation. Rain infiltrates through permeable material, meets a clay lens below, and then spreads sideways along that boundary rather than continuing down. It can travel some distance underground and arrive at a foundation wall with nothing visible on the surface anywhere along the path. Because the water is not coming from the surface, surface fixes have little effect, and interception below grade is what changes it.

Enough to matter for the seasonal pattern. Lake-enhanced precipitation keeps the cold months wetter here than at similar latitudes further from the water, so the ground gets less of a dry recovery period than the summer-peaked rainfall figures imply. Practically, that means drainage systems here work for more of the year, and a sump that only runs after summer storms in most of Indiana may run through much of the winter here.
