Can we regrade our way out of it?
Grading helps and it is worth doing, but on ground this flat there is a limit to how much fall you can create, and the water arriving through the clay is not coming from the surface anyway. The realistic combination is grading and gutters to handle what falls on the lot, plus an interior perimeter drain and sump to relieve what comes through the wall. Expecting grading alone to solve it usually leads to a second, larger job later.
Our basement has never had a sump. Should it?
In pre-war stock on this soil, adding one is usually the single most effective change available. These basements were built before drain tile was standard, so there is no path for water except through the wall and the floor joint. An interior drain and sump gives the water somewhere to go that is not the finished part of the basement. It is disruptive to install, which is why it is best done alongside any work that is already opening the floor.
