In winter that almost always means the discharge line is frozen. The pump runs, pushes water into a blocked pipe, and the water comes straight back to the pit. It is a specific and common local failure, and it damages the pump as well as the basement. Discharge lines need enough slope to drain fully between cycles, an outlet clear of snow, and ideally a freeze-relief fitting so a blocked line has somewhere else to go.

Deep enough that foundation footings are set well below normal grade, and deep enough to freeze buried lines that would be safe further south. It matters in two ways.
