Why does drainage go into wells here?

If the ground drains this well, what causes problems?

Is snowmelt more significant than rain here?
For most purposes yes. The annual rainfall is small, and a good deal of the winter precipitation arrives as snow that sits until it releases. The load comes when that happens, particularly if rain falls on existing snow, rather than from any individual rainstorm.
