Why does drainage go into wells here?
Because the ground takes water far better than any surface channel could carry it. The volcanic soils and fractured rock beneath are extremely permeable, so injecting storm runoff into the ground is more effective than piping it to a stream. If the ground drains this well, what causes problems?
Mostly the times it does not. Frozen ground in winter takes nothing, so a thaw or a rain-on-snow event produces runoff on a landscape with very few surface channels to carry it. Ground that normally absorbs everything has no backup route when it briefly cannot.
Is snowmelt more significant than rain here?
